California Statewide Technical Assistance for Early Head Start -
Child Care Partnership Grants

As part of President Obama's Early Learning Initiative, the US Department of Health and Human Services' Administration of Children & Families (DHHS ACF) has set aside $500 million for new Early Head Start-Child Care Partnerships (EHS-CCP). These grants will allow new or existing Early Head Start programs to partner with local child care centers and family child care providers serving infants and toddlers from low-income families.

ACF will support states and communities as they expand high-quality early learning opportunities to infants and toddlers through these partnerships. The partnerships will support working families by providing a full-day, full-year program so that more vulnerable children have the healthy and enriching early experiences they need to realize their full potential.

First 5 California is partnering with the California Department of Education/Early Education and Support Division, the California Head Start Association, the Head Start State Collaboration Office, and the David and Lucile Packard Foundation to provide statewide proposal development technical assistance (TA) for the EHS-CCP grant program. Below are links to information about the EHS-CCP grant program. Resources to assist with proposal development will be added as they become available.

The EHS-CCP Funding Opportunity Announcement (FOA) was released on 6/6/14. Applications are due on 8/20/14. The FOA is available here.

A summary of California's vision for early education, drawing upon the California Comprehensive Early Learning Plan, California's Quality Rating and Improvement System, and other relevant resources.

Research and Resources
A searchable and filterable repository of research articles and other resources.

Individual Application Technical Assistance and Support
Complete an online application form by June 30 to be one of three to five organizations selected by an independent review panel for EHS-CC Partnership proposal development support, which will include: review and feedback on proposal narratives with respect to the review criteria, review of budgets and budget narratives, guidance on partner Memoranda of Understanding (MOUs), and consultation on the application process.
