Quality Counts California QRIS Consortium

The Quality Counts California (formerly CA–QRIS) Consortium is a continuation of the work done through California’s Federal Race to the Top–Early Learning Challenge (RTT–ELC) grant. The RTT–ELC grant charged Regional Leadership Consortia with incorporating a locally driven quality rating and improvement system (QRIS) to improve the quality of early learning programs throughout the state.

As California’s RTT–ELC transitions into Quality Counts California, the Consortium now includes representatives from all counties and regions implementing a QRIS, including:

  • California State Preschool Program (CSPP) QRIS Block Grantees
  • Infant/Toddler QRIS Block Grantees
  • First 5 IMPACT Consortia

Additionally, the Quality Counts California Consortium is supported by the State Support Team, which includes staff from the California Department of Education, Early Education and Support Division, and First 5 California.

Since 2016, the Quality Counts California Consortium has been addressing issues pertaining to the implementation of the Quality Counts California QRIS Framework, which include the Rating Matrix, Continuous Quality Improvement (CQI) Pathways, Consortia Implementation Guide, and strategies for messaging QRIS to families and the public.
